La minería en Latinoamérica representa uno de los sectores con más oportunidades de desarrollo. Según datos de la Comisión Económica para América Latina y el Caribe (CEPAL) Brasil, Chile, México y Perú concentran el 85% de las exportaciones y México casi la mitad de las importaciones, lo que representa un reto muy importante en temas de gestión de las operaciones y eficiencia operativa. De acuerdo con la CEPAL entre los factores asociados al aumento futuro de la demanda de minerales se encuentra el cambio tecnológico, donde se contemplan entre otros factores, una innovación que facilite el desarrollo y la adopción de “minería verde” y el uso de la tecnología para minimizar la huella ambiental.
En el tema tecnológico la minería tiene una importante área de desarrollo, es decir, que, pese a la indiscutible innovación para la extracción de minerales, hace falta un enfoque de seguridad que permita alinear al sector a los acuerdos de la Agenda 2030 de la ONU para un Desarrollo Sostenible. Ésta pone al individuo en el centro, tiene un enfoque de derechos y busca un desarrollo global de los sectores para el progreso de la economía. De esta forma en Axis, hemos encontrado la oportunidad para la videovigilancia en el sector minero, pues la tecnología de video en red ha desarrollado una labor muy importante en el cumplimiento de operaciones, poniendo como punto de partida la seguridad de las personas para garantizar la continuidad de las actividades críticas y generar un impacto positivo en la industria. Comentó Mauricio Swain, Business Development Manager para Latinoamérica en Axis Communications.
Seguridad del perímetro al núcleo crítico de la mina
Swain señala que la propuesta tecnológica de empresas como Axis tiene como enfoque la seguridad del perímetro hasta el núcleo crítico de las operaciones, donde las soluciones de video, audio y análisis inteligente convergen para proteger las actividades diarias y optimizar los procesos mediante la protección de las personas y activos. En este sentido, la seguridad perimetral de las zonas mineras es la primera pieza del rompecabezas.
Los avances tecnológicos se han inclinado hacia la implementación de sistemas de monitoreo que les permitan una mayor rentabilidad para gestionar de manera más eficiente el personal, recursos e instalaciones. La combinación de diversos recursos como cámaras de red, térmicas, sensores de detección, y cámaras de alta definición, permiten mayor alcance y efectividad para llevar a cabo una defensa que se adapte a las necesidades de este sector.
Las soluciones de protección contra intrusiones están equipadas para salvaguardar todo el sitio, ya que proporcionan un monitoreo inteligente basado en sistemas de vigilancia con imágenes visuales y térmicas, dispositivos de radar, equipos de audio, soluciones de control de acceso y software de análisis. Estos elementos se combinan para crear un sistema de seguridad que permite monitorear múltiples zonas desde una sola sala de control, brindando protección contra intrusiones completa, eficiente y rentable, sobre todo, en entornos como el sector minero donde las condiciones naturales son complicadas.
La seguridad como eje rector del desarrollo
Este enfoque tecnológico tiene como objetivo brindar las herramientas necesarias para que se disminuyan los riesgos por intrusiones de personas a zonas protegidas, con el fin de evitar situaciones emergentes. Así mismo, pretende garantizar la vigilancia proactiva de las operaciones para alertar en caso de presentarse un riesgo.
Por ejemplo, uno de los temas más controversiales del sector minero es la seguridad de los trabajadores y cómo se está garantizando su integridad física al estar dentro de una mina. En este sentido, la vigilancia tiene la capacidad de monitorear cada zona crítica y hacer un análisis predictivo de las situaciones, de esta forma puede identificar fallas en los procesos con el fin enviar señales de alerta al centro de monitoreo para actuar de forma rápida ante los incidentes.
En 2017 la región de Latinoamérica se consolidó como superavitaria en minerales y metales. El hecho de que este territorio sea rico en materia minera también lo convierte en un flanco fácil para la delincuencia. México es uno de los centros mineros más importantes de todo el mundo; no obstante, el crimen organizado ha puesto al sector en una encrucijada, ya que no sólo la actividad empresarial se ha visto afectada, sino que también los costos operativos se ven en incremento.
Atendiendo al tema de la seguridad de los activos, la protección en los perímetros con controles de acceso y tecnologías como el radar también permite identificar intrusiones de personas sospechosas. La solución de defensa de áreas genera la posibilidad de marcar líneas virtuales en zonas restringidas y detectar personas que cruzan esas líneas. Solución que es de gran utilidad para las zonas donde se almacenan los metales antes de su exportación hacia otro territorio.
No obstante, durante el proceso de traslado de los metales también se ha visto un incremento de robos. Según el informe 2020 de Fraser Intitute y Camimex sobre la situación minera, en 2019 el top 5 de los países más inseguros para el sector fue Venezuela, México, Colombia, Nicaragua y Guatemala, respectivamente.
De acuerdo con el experto de Axis, en dicho informe se señala que hace falta una vigilancia permanente por tierra y puertos en las comunidades mineras y por donde transitan los minerales. Las empresas a su vez, con un mayor endurecimiento de los procedimientos internos pueden ayudar a garantizar la viabilidad de las operaciones y mejorar la seguridad al interior de sus instalaciones. “Y es aquí donde el papel de la vigilancia electrónica cobra vital relevancia, pues es una tecnología capaz de adaptarse a las necesidades del sector, tanto en la zona como en el transporte y traslado de los activos”, señala.
En 2020 la Secretaría de Seguridad y Protección Ciudadana (SSPC), la Secretaría de Economía (SE) y la Cámara Minera de México (Camimex) anunciaron la creación de una nueva policía encargada de vigilar y proteger los yacimientos del país. Las cámaras corporales son de gran utilidad para este tipo de iniciativas porque son una herramienta disuasiva del delito. A su vez, permite tener una evidencia muy cercana de lo que ocurre alrededor del agente de seguridad.
Mauricio Swain, Business Development Manager para Latinoamérica en Axis Communications afirma que las estrategias por la protección de los activos mineros van desde iniciativas gubernamentales, hasta el apoyo de empresas privadas. “La propuesta de la videovigilancia electrónica para un sector seguro en temas de operación, activos y personas, materializa muchas de las propuestas de las organizaciones como la ONU, CEPAL, Camimex, etc. Hace falta una visión más holística entre la tecnología y el quehacer humano, de esta forma el resultado será un sector con amplias posibilidades de desarrollo económico y sostenible”.
