El Municipio de Tandil (Argentina) en su plan de mejorar la seguridad en su municipio, realizó el lanzamiento de la app Centinela, donde los ciudadanos podrán tener comunicación directa y en tiempo real con el centro de monitoreo y control.
En alianza con Protecta Argentina, SoftGuard y la Municipalidad de Tandil, trabajaron en conjunto para llevar a la comunidad tandilense, prevención y protección ciudadana, en la que la app CENTINELA es la principal protagonista para que la comunidad tenga más y mejor seguridad.
El lanzamiento oficial, se realizó en el Museo Municipal de Bellas Artes, que estuvo encabezado por el Intendente Miguel Lunghi, el Secretario de Protección Ciudadana, Atilio Della Maggiora, y la Directora de Políticas de Género y Diversidad Sexual, Matilde Vide. Además participaron el Jefe de Gabinete, Oscar Teruggi, funcionarios comunales, autoridades policiales, representantes del Sistema Judicial, miembros del Foro de Seguridad e integrantes de diferentes instituciones.
En la presentación Lunghi destacó que Centinela “es una tecnología de la información aplicada a la seguridad ciudadana. Desde lo tecnológico, en esta oportunidad presentamos una plataforma informática muy avanzada, no sólo en su sistema de computación y comunicación, sino, especialmente, en sus funcionalidades, que han sido pensadas y desarrolladas atendiendo a las necesidades reales de las problemáticas de seguridad ciudadana”, además agregó que “desde hace años impulsamos una política integral de protección ciudadana con perspectiva local. Se trata no sólo de una política para nuestro distrito, y de ahí uno de los aspectos de lo local, sino también de una política con perspectiva local, lo que apunta a destacar que se concibe y ejecuta en función de las atribuciones y competencias que la estructura del estado federal argentino le deja, en esta materia, a los municipios. El estado nacional básicamente dicta la ley penal; el estado provincial organiza el sistema judicial y la fuerza de seguridad; y el estado municipal, en los últimos 20 años podríamos decir, ha debido asumir paulatinamente aspectos de la política de seguridad, en respuesta a la demanda ciudadana, y lo ha hecho complementando e integrando lo propio de los otros niveles del estado”. En ese sentido detalló que “en nuestro caso, la política local de protección ciudadana se desarrolla en tres ejes: la prevención, la asistencia y la protección. El eje de la prevención se despliega de manera integral en distintas perspectivas: prevención de la violencia social y el ilícito, prevención de desastres o catástrofes naturales o provocados por el hombre y prevención de la siniestralidad en una faceta muy importante en la vida de las ciudades modernas, que es la prevención del riesgo y de la siniestralidad en el ámbito de la movilidad urbana”.
También resaltó el amplio sistema de videovigilancia e indicó que “hoy ponemos en marcha Centinela, un instrumento que canalizará la necesaria colaboración ciudadana para contrarrestar la violencia y el delito. Centinela, a través de su multimedia, será ´los ojos y los oídos de los vecinos´, que nos ayudarán a gestionar mayor seguridad a partir de los hechos que ellos mismos detecten y nos avisen. Es participación ciudadana y a la vez compromiso ciudadano, para seguir construyendo entre todos una ciudad cada día más segura”.
En la misma línea, el titular de la Secretaría de Protección Ciudadana, Atilio Della Maggiora, explicó que «esta es una nueva etapa en el sistema de reportes de emergencias ciudadanas, ligadas a hechos de inseguridad, a situaciones de salud, de emergencias médicas, o también, de emergencias por situaciones de peligro, catástrofe, o situaciones de desastre que generan la intervención de Bomberos».
Según explicó Della Maggiora, CENTINELA contará con dos categorías, una para todos los vecinos de la ciudad que cuenta con la función Estoy Aquí, que permite que una persona pueda oprimir un botón, y entrar en contacto con el centro de monitoreo, en caso, por ejemplo, de que alguien se pierda ocasionalmente. Está pensado para adultos mayores, niños, o turistas también, que pueden desorientarse y entrar en contacto y van a ser asistidos». La app adicionalmente cuenta con «otra función nueva es la de Mi Grupo, donde el usuario puede asociar a su propia aplicación, los contactos de confianza, como el esposo, esposa, hijos, compañeros de trabajo, etc., de manera que uno activa la alerta y también se entera de ese problema que está reportando, el propio grupo de confianza. Ya no solo hay en alerta las personas del sistema de operaciones, sino también un grupo de confianza», explicó Della Maggiora.
La otra categoría está enfocada con funcionalidades para casos de violencia de género, entre las que se destacan la asistencia y asesoramiento legal inicial a las víctimas, y la asistencia y evaluación psicológica y social, a través de un equipo interdisciplinario conformado por profesionales de la Abogacía, la Psicología y el Trabajo Social y los programas Acce.DER y Asis.TAN.
Centinela es la herramienta tecnológica desarrollada a medida de la necesidad del Municipio de Tandil, otorgando seguridad a los ciudadanos y generando un vínculo seguro, rápido y eficiente.
