Herta, ganador Premios ALAS 2022

“Visibles Migración Colombia” el proyecto presentado por la compañía Herta y ganador del segundo lugar en la categoría pública de los Premios ALAS 2022, fue un exitoso proyecto que se destacó no solo por su carácter de seguridad sino por sus componentes sociales, legales y económicos que aportaron al país y a la comunidad de migrantes venezolanos en Colombia.

Antecedentes.

A raíz de la crisis política y económica de los últimos años en Venezuela, la población ha tomado la decisión de migrar, sobre todo, a sus países vecinos como Colombia; debido a esto para el 2020 el país contaba con más de 1.700.000 ciudadanos venezolanos en el territorio, bien fuera residiendo o en tránsito, cifras que alarmaron al gobierno y lo incentivaron a tomar iniciativas frente a la crisis, pues estas personas no contaban con acceso a ningún servicio.

Para ello el Gobierno Colombiano diseña el “estatuto temporal de protección” con el cual le permitirían al migrante tener una protección temporal bajo un régimen migratorio especial. Con esto se podría legislar el proceso para proteger a estos migrantes, y salvaguardar los derechos humanos de estos ciudadanos.

 Solución.

Al iniciar el proyecto Migración Colombia ya contaba con una plataforma propia en la que contenía todos los registros de los extranjeros. es así que el reto para “Visibles” era entregar nuevas tecnologías. De la mano de Herta Security se implementa una plataforma multibiométrica que permite tener el registro adecuado de los ciudadanos venezolanos mediante 3 componentes: registro dactilar, reconocimiento facial e iris, todos estos integrados a la plataforma PLATINUM, de la entidad.

El proceso consistía en 3 etapas: La primera parte del proceso se hacia a través de un pre registro en línea, luego de tener una depuración y verificación de los datos, se procedía para la toma de los datos biométricos, una vez realizados se estudiaba y validaba la información para ser aprobada y culminar el proceso otorgándole al ciudadano el carnet que lo validaba y le permitía estar de forma legal en el país, además de poder acceder a los diferentes beneficios que ofrece el estado.

Para cumplir a cabalidad con lo planteado, se realizó un despliegue de cámaras en los puntos de frontera terrestre como la Guajira y Norte de Santander, además se implementaron puntos de hardware en otros puntos del país como Cartagena, Medellín y Pereira para procesar. Adicional se despliegan unas 150 estaciones móviles para cumplir con una atención efectiva en los diferentes puntos del país en las que se contaba con equipos para registrar la huella y hacer la captura biométrica facial.

Todo ello fue diseñado e implementado gracias tecnologías aliadas, pues además de contar con las tecnologías de Herta (Reconocimiento Facial con sus módulos BioSurveillance NEXT, BioAcces, BioMaster, BioCompare y BioCom). Se contó con la participación de Avigilon con sus cámaras tipo bullet de 4 megapíxeles, Dermalog como plataforma biométrica del iris y huella, Lenovo con estaciones de trabajo con GPU y DELL para los equipos portátiles para unidades móviles; todas estas tecnologías integradas a su sistema central de datos.

Resultados.

El proyecto además de permitirle a los ciudadanos venezolanos la oportunidad de una vida más digna en el país, teniendo la posibilidad de acceder a servicios de salud, trabajo y educación, ha ayudado a la detección de individuos en situaciones delictivas, todo gracias al sistema en vivo de las cámaras de reconocimiento facial que le permiten actuar de forma eficiente y oportuna a las autoridades.

El proyecto ha tenido un importante avance desde que se implementó y ha beneficiado a un gran número de ciudadanos venezolanos, es así que a la fecha el registro de migrantes en la plataforma suma 1.749.945, y los ciudadanos que han terminado el proceso suma más de 2.400.000.
